دور التمويل الدولي للتعليم الثانوي في تنمية رأس المال البشري في فلسطين (1999-2019)

تٌسلط الدراسة الضوء على دور المساعدات الأجنبية للتعليم الثانوي على تنمية رأس المال البشري من وجهة نظر المعلمين والخبراء التربويين والمبني على برامج بناء قدرات الموظفين في مجال التعليم والمساعدات المقدمة للبنية التحتية للمؤسسات التعليمية (المدارس) في قطاع غزة، فلسطين، وقد أظهرت نتائج استبانة المعلمين ومقابلات الخبراء التربويين أن هناك دور للمساعدات الأجنبية للتعليم الثانوي على تنمية رأس المال البشري في قطاع غزة، وقد تبين أن الخبراء (المستوى الأعلى) اتفقوا على أن المساعدات الأجنبية تساهم بشكل كبير في تنمية رأس المال البشري من خلال تدريب وبناء قدرات الموظفين وتحسين البنية التحتية، بينما وجد المعلمون (المستوى التشغيلي) أن المساعدات الأجنبية لها فوائد محدودة في هذه المجالات، وتشير التكرارات والنسب المئوية المتعلقة بالخصائص الديموغرافية، والانحرافات المعيارية، أن الخبرة والتدريب والتعليم هي الآليات الثلاث الرئيسية من أجل اكتساب وتنمية رأس المال البشري.
