مساهمة الصادرات الصناعية والإنفاق على البحث والتطوير في النمو الصناعي في الأردن

تهدف الدراسة إلى اختبار أثر كل من الصادرات الصناعية والانفاق على البحث العلمي والتطوير على النمو الصناعي في الأردن خلال الفترة الزمنية 2009-2017، باستخدام بيانات مقطعية-زمنية على المستوى الجزئي (تصنيف الصناعات الدولية على مستوى خانتين). تبنت الدراسة دالة كوب-دوغلاس المعممة (Generalized Cobb-Douglass) كنموذج للنمو الصناعي الذي يتكون من الانتاج الصناعي كمتغير تابع بالاضافة إلى خمس متغيرات مستقلة تتمثل في الصادرات الصناعية، الانفاق على البحث والتطويرالصناعي، المدخلات السلعية، المدخلات الخدمية، وتعويضات العاملين. تم تقدير نموذجين من المعادلات غير المرتبطة ظاهريا. النموذج الأول ويقوم على تقسيم الصناعات حسب نسبة الصادرات إلى الانتاج إلى ثلاث مجموعات (أكبر من 20%، ما بين 10-20%، وأقل من 10%). أما النموذج الثاني فيقوم على أساس تقسيم الصناعات حسب نسبة الانفاق على البحث والتطوير إلى إجمالي الايرادات (أكبر من 1.25%، 0.5-1.25%، و أقل من 0.5%). جاءت نتائج الدراسة مويدة لفرضية قيادة الصادرات للنمو في مجموعتي الصناعات التي لا تقل نسبة الصادرات فيها عن 10%. أما الانفاق على البحث والتطوير فلم يظهر أي أثر موجب على النمو إلا في مجموعة الصناعات التي تتراوح نسبة الانفاق فيها على البحث والتطوير بين 0.5% و 1.25%، وهذا ينسجم مع حقيقة ضآلة ما ينفق على البحث والتطوير في الاردن.
